Baltimore City requires all residential rental units to be registered, inspected, and licensed to ensure that they meet basic safety and maintenance requirements. Baltimore County requires apartment complexes and buildings with more than six dwelling units to register for a rental license.
Licensing ensures that basic health and safety components in the property, such as electrical, plumbing, smoke and carbon monoxide detectors, interior and exterior sanitary conditions, utilities, and lead paint, are up to code and safe for occupants and neighboring residents.
